President Barack Obama defended government surveillance of Americans’ phone and Internet activity in a speech on Friday, insisting that the programs have safeguards to protect against abuse and have protected Americans from possible terrorist attacks.
“Nobody is listening to your telephone calls. That’s not what this program is about,” Obama told reporters on Friday.
The debate over whether the government is violating citizens’ privacy rights while trying to protect them from terrorism escalated dramatically on Thursday amid reports that authorities have collected data on millions of phone users and tapped into servers at nine internet companies.

General Keith Alexander is commander of the U.S. Cyber Command, director of the National Security Agency (NSA) and chief of the Central Security Service (CSS).
Speaking at a hearing before the U.S. Senate Appropriations Committee hearing on government surveillance programs and training, Alexander warned that the U.S. infrastructure is highly vulnerable to attack.
Alexander stated that top-secret U.S. surveillance programs have helped to prevent “dozens” of potential terrorist events.

【經濟日報╱編譯莊雅婷】 PRISM一字原意是「稜鏡」，美國國家安全局與聯邦調查局以反恐為名，透過九家美國網路公司的中央伺服器，追蹤用戶音頻、視頻與電郵等紀錄，成立了「資源整合、同步與管理規劃工具（Planning Tool for Resource Integration, Synchronization, and Management）」，縮寫PRISM就成了指設計用來蒐集與處理通過美國伺服器的資料工具。歐巴馬政府已公開坦承此事。根據國家情報總監克萊柏，PRISM無法取得特定美國公民或在美國定居民眾的個資。
微軟、雅虎、AOL、臉書、Google、蘋果、PalTalk、YouTube和Skype九家科技公司，都參與PRISM，雲端服務供應商Dropbox則是被列為候選名單。
