Two cockatiels perch on the bars of their cage at the aviary that Todd McLendon owns in Loxahatchee Groves on Wednesday, December 18, 2013. McLendon is suing the town of Loxahatchee Groves, claiming they trumped up code violations against him to punish him for opposing the Palm Beach State College campus in the rural area. He says the city claims that the approximately 300 birds he has in his aviaries violate the town's noise laws.
