Indian students stage a protest in New Delhi, India, demanding stringent punishment for rapists. A second suspect was arrested on Monday after the rape of a five-year-old girl, who New Delhi police said was left for dead in a locked room. The case has brought a fresh wave of protests against how Indian authorities handle sex crimes.

The bill includes deeply divisive plans for a transfer and layoff scheme for 25,000 public workers - mainly teachers and municipal police - that had triggered a week of almost daily marches, rallies and strikes in protest.
